In most cases, it's not the ITU who defines whether it's a prefix or suffix, it's entirely defined by the treaty by which you are given reciprocal privledges, or what the "hosting" country

I believe you are correct. It was about that time the ITU changed the international regulations to require the prefix rather than the suffix.
