If that is OK (and you could remove it and measure its inductance if you have that ability), then I would check to be sure that the leads of each crystal are actually making good contact with their traces so that they are in fact connected properly in parallel.  Again, it is behaving like what I would expect if only one crystal was connected.

 

When paralleled crystals are used in a VXO, it would seem that the motional capacitances are multiplied instead of simply adding and that is why we are able to pull the frequency of the paralleled crystals so far away from their stated frequency.

 

The above should give you some starting places at least.

everything works so far Jim replaced the ic av and I tested it with the jumper in at startup and I get a sidetone and on transmission, the light turns on with a 50-ohm load that I made that's about all I have tested have not adjusted the frequency yet Jim did a nice job. Thanks, terry KM6KJE

Why are we so “offended” by well wishes from persons of ANY background or persuasion?  America was supposed to be the land of the free from its inception.  Some folks just have too much time on their hands just looking for something to be upset about.  Sad they chose this wonderful hobby.  For me a hobby is to help let the steam off that is generated by pressures in the world that I can't control so I can be at peace with even those I don’t agree with. Being mad or offended by something so nice as a well wish indicates a much deeper problem.
